The downturn in home prices has left about 20% of U.S. homeowners owing more on a mortgage than their homes are worth, according to one new study, signaling additional challenges to the Obama administration’s efforts to stabilize the housing market.

The increase in the number of such “underwater” borrowers comes amid signs that falling prices are making homes more affordable for first-time buyers and others who have been shut out of the housing market. But falling prices also make it more difficult for homeowners who get into financial trouble to refinance or sell their homes, and for others to take advantage of lower interest rates.

For instance, fewer will qualify to take advantage of a key component of the Obama administration’s plan to stabilize the housing market. Under the plan, announced in February, as many as five million homeowners whose loans are owned or guaranteed by government-controlled mortgage giants Fannie Mae and Freddie Mac can refinance their mortgages, but only if the mortgage loan is a maximum of 105% of the home’s value.

Government officials are considering an increase in that limit. “It’s a question that we’re looking at,” said James Lockhart, director of the Federal Housing Finance Agency, which regulates Fannie and Freddie.

Real-estate Web site Zillow.com said that overall, the number of borrowers who are underwater climbed to 20.4 million at the end of the first quarter from 16.3 million at the end of the fourth quarter. The latest figure represents 21.9% of all homeowners, according to Zillow, up from 17.6% in the fourth quarter and 14.3% in the third quarter.

“What’s going on here is that you don’t have any markets that have turned around and you have new markets, like Dallas, that have joined the ranks” of communities where home prices have fallen, said Stan Humphries, a Zillow.com vice president.

Borrowers who owe far more than their home is worth may also be less likely to participate in another part of the government’s housing plan, which provides incentives for mortgage companies to modify loans to make payments more affordable. Thomas Lawler, an independent housing economist, said borrowers who owe 30% more than their homes are worth are far more likely to walk away from their property than those who owe just 5% or 10% more and expect prices to rebound. More than one in 10 borrowers with a mortgage owed 110% or more of their home’s value at the end of last year, according to First American CoreLogic.

There are some recent indications that the housing market could be beginning to stabilize. The National Association of Realtors pending home-sales index, for instance, increased 3.2% in March.

Just how many borrowers are underwater is a matter of some dispute, with the answer depending in part on assumptions regarding home values and mortgage debt outstanding. Variations in home-price estimates can make a major difference in the number of borrowers who are underwater. In addition, borrowers who are already in the foreclosure process may be counted as being underwater if the title to their property hasn’t changed hands.

Kenneth Rosen, chairman of the Fisher Center for Real Estate and Urban Economics at the University of California, Berkeley, said underwater estimates can be too high if they use price data that includes a large number of foreclosures. Foreclosed homes tend to sell at a discount, he said, making it appear that prices have fallen more than they actually have.

Moody’s Economy.com estimates that of 78.2 million owner-occupied single-family homes, 14.8 million borrowers, or 19%, owed more than their homes were worth at the end of the first quarter, up from 13.6 million at the end of last year.

Part of the reason Zillow’s numbers are higher may be that it looks at mortgage debt taken out at the time the home was purchased and doesn’t adjust for any payments since made toward the outstanding mortgage balance. It also assumes that borrowers who took out home-equity lines of credit at the time of purchase have fully tapped the amount they can borrow. That approach can overstate the portion of borrowers who are underwater, Mr. Zandi said.

Mr. Humphries of Zillow calls his methodology conservative and said Zillow’s use of pricing for individual homes provides a better measure of home valuations than Mr. Zandi’s approach, which relies on market-level estimates of home values. He adds that Zillow doesn’t include foreclosures in its pricing models.

STATEMENT OF AMERICAN INDEPENDENT PARTY CHAIRMAN
Questions from Press following statement.

The American Independent Party insists that Barack Obama prove
that he is a “Natural born” American citizen. There is no personal
testimony that Obama was born in Hawaii as there is that he was
born in Mombasa District, now part of Kenya. The burden of proof
is on Obama.

Hawaii’s unique laws allow for birth certificates to indicate
foreign birth. Is that what his indicates? We have not seen it.
Instead of spending tens and hundreds of thousands of dollars
resisting its production and even defying a court order to do so,
why not spend the $12 to produce a copy for us all to examine?
Is the answer, just possibly, that Barack Obama is afraid of what it
would reveal?

Similar doubts concerning possible Indonesian citizenship exist.
These, too, urgently need to be resolved.

What is about to occur in the State Capitol is fatally flawed in
three ways:

1. The likely result is that a man whose qualifications to assume
the office of the President are quite dubious will receive our
California Electoral College vote because of a judicial disinclination
to give the People their right to be heard.

2. Electors apparently not individually nominated by Democratic
Congressional Candidates as required by the California Election code
will vote in the Electoral College.

3. Electors will be constrained to vote as a block rather than
individually as is their right and duty according to procedures set
down in the Constitution and will thereby deprive California of a
legitimate voice in the Electoral College.

On all these grounds and more, I fear greatly for our People.
Unlawful occupation of the Office of the President means no new
valid legislation. No valid nominations, including to the Supreme
Court. No valid Executive Orders. No lawful commands as Commander
in Chief.

Such a situation paralyzes legitimate government. The longer the
imposture is maintained, the worse it becomes. Reliance upon eventually
voided legislation is extremely perilous. Reliance upon the actions of
appointees unlawfully occupying offices will prove equally disastrous.
But worse is the debilitating distrust of our democratic processes that
will ensue. Our democratic system depends upon trust. As Obama swears to
preserve, protect and defend the Constitution, if he thereby takes office
unlawfully, he is actually attacking it. This puts our entire Constitutional
order in peril and may destroy the Republic.

  Krishna Leela - Narakasuran Krishna Leela On account of Naraga Asura?s destruction, the festival of ?Deepavali? (Diwali) is being celebrated till today. There were several Demon kings who did the cruel acts upon the human beings. For the killing of NaragaAsura, Devi satyabama herself had to fight with him and put an end. Lord Mahavishnu in his avathars had to associate with his wives ?Sri Devi?and ?Boo Devi?. Sri Devi is Maha lakshmi and Boo Devi is Booma Devi (Goddess of earth) Naraga Asura had many boons from Lord Brahma. He could not be killed by any one else than his mother. Booma Devi was his mother and that is why she came as born as daughter to king Satrajit. With all these credits and fame, Devi satyabama was considered as dearer and nearer queen to Sri Krishna at Dwaraka.

On one day the events were turning to a scene of climax at the palace of Dwarka. The splendor of Dwaraka was too good. The beautiful lay outs, ponds and parks increased the attraction of the city. Satyabhama prided herself about the love Krishna has for her grasp over his heart. On one contrived occasion, Rishi Narada arrived in Dwarka and in the course of conversation hinted to Sathyabama that the love that Krishna exhibits towards her is not all that real and in fact it is Rukmini (the first wife of Krishna) who has real control over his heart. Unable to bear this, Sathyabhama challenged Narada to prove it. Narada, with his words, tricked her into accepting a vrata (Ritual) where she has to give Sri Krishna away in charity to Narada and reclaim him by giving the weight of Sri Krishna in wealth as silver and gold. Narada lured her into accepting this vrata by telling her that Sri Krishna?s love towards her will increase in many folds, if she succeeds in performing this weighing poccess. He also instigated her ego by hinting that her wealth may not be sufficient to equal the weight of Sri Krishna. With Sathyabhama?s ego duly raised, she told Narada that she can mobilize so much wealth that it is a child?s play for her to out weigh Sri Krishna.

Narada warned her that if she is not able to do this, Sri.Krishna will become his slave to be considered with, as he pleases. The scene was soon set for the vrata. Satyabhama gave Krishna away in charity (Dhana) in spite of the other wives? pleadings. Sri Krishna, always the mischievous cowherd, simply accepted to this drama. After donating Sri Krishna to Narada, Sathyabhama arranged for a big scale to be put up and filled with all assurance for her huge treasure of gold and jewellery. All that she had, soon put on the scale, but it didn?t bridge. Narada started taunting her and threatening her that if she can?t put enough gold or diamonds, he will be forced to auction Sri Krishna as a slave to someone else. Sathyabhama, in frantic panic, swallowed her pride and begged all the other wives to give their jewels. They agreed out of love for Sri Krishna, but alas, it is of no use. Krishna remained a mute witness to all this drama and rubbed salt into the open wounds of Sathyabhama?s ego, that he has now to become a slave to some cowherd and will have to suffer the separation from his dear wife. Narada suggested to Sathyabhama that Rukmini may be able to get her out of the predicament.

She finally swallowed her pride and appealed to the devoted first wife of Sri Krishna.Rukmini came and with a prayer to her husband put a single leaf of the sacred tulasi on the scale (Tula). Low and behold the scales became all at once so heavy that even after removing all the jewels, the platform of scales were weighed down on the side of the tulasi leaf. Then the weighing process set at right with Sri.Krishna?s weight. While there are different versions in different texts as to why the weighing was arranged, the story of the Tulsi leaf placed by Rukmini being worth more in weight than of Satyabhama?s wealth is a common ending. Rukmini proved her devotion to the Lord and her husband Sri Krishna. Before whole hearted love and devotion nothing could equalize as gold and wealth as that of Sathyabhama. Sathyabhama was blessed by Rishi Narada. Rukmini had the occasion to get the honor from Narada. Jambavathi, Sathyabhama and Rukmini, the queens of Sri Krishna joined together and had the nice time with Sri Krishna. When Sri Krishna is there, nothing is to be considered as wealth and valuables. Sathyabhama breathed her royal atmosphere and felt satisfied in getting back her beloved husband through Rukmini.

“Moonlight Meows”, a second annual benefit for the Chico Cat Coalition is being held on Saturday, October 18th from 6:00 – 10:00 p.m.  Chico Grange Hall is the setting for this fall-themed event.  The evening includes a scrumptious buffet dinner, full bar and dessert.  Dozens of gifts donated from local businesses will be raffled and sold during the silent auction.

Tickets are $30 per person or $25 each for groups of six or more and are available at PawPrints Thrift Boutique (Longfellow and E. 1st Avenue) in Chico and in Paradise at HeavenScent Candles (5878 Clark Road).  They may also be purchased by mail by sending check to Chico Cat Coalition, P.O. Box 4214, Chico 95927.

100% of proceeds go to the care and adoption of Chico’s rescued cats and kittens.  The CCC is a 501(c)3 non-profit, no-kill, all-volunteer organization.  Donations and volunteers are always needed!

           Summer Lineman Rodeo and Graduation Ceremony

 Northwest Lineman College, located in Oroville, California will be holding its Summer Lineman Rodeo and Graduation Ceremony on June 27, 2008 at its campus at 2009 Challenger Ave in Oroville.  The rodeo will begin at 9 AM with multiple events and activities for the whole family.  We will have several Oroville dignitaries joining us to help congratulate our newest graduates. Refreshments will be served and we invite the public to join us for the rodeo and the graduation ceremony to follow.  The graduation will be held at the State Theatre in Historic Downtown Oroville at 6 PM.  All are invited to attend. 

Butte College Holds Free RegFest

Butte College will offer a free community “RegFest” on Saturday, June 21 at the main campus, 3536 Butte Campus Drive, from 9 a.m. to 1 p.m.

 The RegFest is a free event designed to make it easy for anyone interested in attending Butte College. Students who have applied at www.butte.edu  can set up orientation or testing times, receive financial aid information, visit career booths, take a tour or learn more from counselors.  Students who have been away from Butte College for years, can also find out about finishing up a degree and register for classes, on-the-spot.

“This is a great opportunity for anyone interested in attending Butte College. Students are glad to have the ability to get their questions answered about registration, learn about financial aid, take a tour or meet with counselors.  This event is also helpful for anyone interested in going back to college, learning a second career or retraining,” said Karen Micalizio, Butte College Financial Aid Director.
